Where the requirements of this chapter are more restrictive than the requirements of the base district or other overlay districts, the provisions of this chapter shall apply. UE District Tiers: The UE, Urban Expansion District is comprised of Tier 1 and Tier 2, which are described as follows: Tier 1 encompasses the primary Urban Growth Areas for the City of Moorhead and the City of Dilworth, as determined by those cities.
